Biography
01Ray Kaupp has had two careers, and the second one is built out of the first. He spent roughly twenty years in Silicon Valley marketing and general management: Metaphor Computer Systems, then five years at Apple running affinity marketing for a worldwide network of more than 2,000 user groups, then his own direct-marketing company, UGC, which he founded, ran to thirteen consecutive profitable quarters and $10.6 million in sales, and sold. He was one of three people who built Digital Impact from founding to an IPO, and he later ran marketing at BroadWare Technologies, the low-latency video platform Cisco eventually bought.
He moved into education in the mid-2000s and stayed. At Cabrillo College he was a tenured business instructor, ran Workforce Development 2.0 across Santa Cruz County, and was the founding executive director of the Santa Cruz County College Commitment, a countywide collaborative answering to every K-12 superintendent in the county plus UCSC, CSUMB, and the college president. He went on to workforce leadership at the San Mateo County and Foothill–De Anza districts, and to the Foundation for California Community Colleges as executive director of the advance team that stood up the California Online Community College.
Along the way he taught quantitative research methods and leadership in San Francisco State's own doctoral program in educational leadership, and from 2019 he worked with Bay Area employers and all 28 regional community colleges on employer engagement. He is a principal at Eleven Tenths, a national workforce consultancy that connects employers facing worker shortages with learners on misaligned pathways.

Kaupp's doctoral research examined 4.5 million California community college student records and found that moving a course online widened the gap between Latino and White students rather than closing it. Student interviews pointed to the missing student–instructor relationship as the difference, not the technology.
Fourteen years on, the paper is still working. It has been cited 169 times and keeps surfacing in current research on online-learning equity, among it Cruz's 2020 study of the digital divide and the same Latino–White gap. It remains the argument underneath how Eleven Tenths designs programs.

The Gap Between Latino and White Student Achievement in Online Classes
The dissertation research behind Online Penalty. Drawing on roughly 4.5 million California community college records from 2005 to 2009, it measured a Latino–White achievement gap that ran about 44 percent wider in online sections than in the face-to-face versions of the same courses.

05Before Eleven Tenths, before Cabrillo, Ray co-hosted UGTV, a user-group television show taped in the Apple community's mid-1990s heyday. The original tapes sat in storage for thirty years and are now being restored and released segment by segment.
